Administrative Structure

Hikarima operates a three-tier system: National Level (President, Prime Minister, Cabinet) → Provincial Level (14 Provinces, elected Governors, 4-year terms, max 2 consecutive) → Municipal Level (40 Cities, elected Mayors, 4-year terms, max 2 consecutive). Provincial Governors serve as direct representatives of the central government while maintaining democratic accountability to local populations.
